A coronial inquest into the fatal COVID-19 outbreak at a Melbourne nursing home has heard the crisis was exacerbated by workforce shortages and a lack of intergovernment cooperation.

64 witnesses are set to speak at the inquest following the death of 50 people at the Fawkner aged care facility in 2020.
